For those of you interested in this sort of thing, here are my observations from last night’s Boise WW Park Meeting.
Last night, the City of Boise Parks and Recreation Department along with representatives of McLaughlin Water Engineers presented the updated design for the whitewater park and the preliminary design of the planned Ester Simplot Park. First I have to say that the city appears to be doing its level best to include all of the stakeholders in the design process. The stretch of river where the park will be built has two irrigation diversions with water rights extending back to the mid-1800′s. Thus, one major challenge for the design is to maintain these diversions while improving the safety, recreational opportunities, and riparian habitat of the river. Creating a whitewater park without altering the existing floodplain is another major design challenge.
As it stands now, the plan is to begin removing the upstream Thurman Mill diversion (the site of the 36th Street Wave) and replacing it with a new navigable and adjustable structure in the Fall of 2009. As presented last night, the design of this structure includes both a Vail-style Bladder system and a ASCI-style “Waveshaper”. According to park designer Nick Turner, the Waveshaper will provide a year-round boatable channel while at higher flows the Bladder system will allow for a fully adjustable whitewater feature. It was unclear from the presentation what flows would be needed to spill enough water over the bladder portion of the structure to create a feature without disrupting the irrigation diversion.
Four or five conventional fixed whitewater features were also included in the plan. However, there was not much detail provided about these features, possibly due to ongoing negotiations with the downstream diversion controlled by the Farmerand’s Union Ditch Co. Other improvements to the site include: bank terracing/stabiliza tion, improved riparian habitat, raised viewing areas, and a “lazy river” connecting three ponds adjacent to the the river. Turner stated that the whitewater portion of the park is being designed for a beginner to intermediate skill set, but that the adjustability of the Thurman Mill feature will allow for a competition- worthy spot at normal summer flows ~1,200 cfs.
During the question and answer session, community members raised a host of issues. Some boaters where concerned about how the park would handle sediment and flood debris. A concerned citizen questioned the impact that park would have on the bald eagles that can be seen on the stretch during the winter months. Others raised questions about the location of access, the cityand’s plans for educating the public about river safety, traffic congestion and safety near the entrance to the park, and plans for providing a natural park setting suitable for “unstructured play.”
All in all, the Boise WW park apears to be on track to begin the first phase of consrtuction next Fall, with the adjustable feature in place by spring 2010. The second phase of construction, which will install the downstream features, is planned to start in the Fall of 2010. However, only about $2 million of the projected $6 million total cost has been committed to date. In appreciation of the Neef family’s generous $1 million donation to the project the park will be known as Ray Neef, MD River Recreation Park. Additional funds have been contributed by the city of Boise and private donations through Friends of the Park (http://www.boiseriv erpark.com/ default.asp). The park is an exciting development for paddlers in the Boise area and it promises to greatly improve the aesthetics, safety, and habitat on this stretch of river.

July 9th (6pm) and 10th – 13th (9am – 6pm) This course is designed for Class III (and up) whitewater kayakers interested in becoming an American Canoe Association certified instructor.
We’re finalizing the roster in the next 24 hours so if you know of folks have them contact us ASAP.
This certification is the standard for either volunteer club leaders or professional canoe/kayak instructors. These 4andraquo; days provide an intensive learning experience to advance your personal paddling skills and techniques, teaching progressions and group awareness.
In this workshop, the Instructor Trainer will demonstrate what to teach and how to teach it. Time is spent in the classroom discussing learning theory, safety, basic river maneuvers, water reading, trip planning, and the kayak roll. You will present at least two subjects, both in the classroom and on the water, as though you were teaching a beginning level course. Through these presentations, you will have the opportunity to demonstrate your technical knowledge, leadership skills and personal paddling technique. You will also improve your understanding of the art of paddling through discussions and presentations. Exposure to a wide variety of teaching techniques and approaches should enhance your instruction style.
The Instructor Workshop gives prospective instructors the opportunity to meet ACA requirements for Basic River or Whitewater Certification in a river kayak. Most participants hope to receive whitewater certification and our courses are targeted towards this audience. If you are interested in Basic River certification, you are welcome to take the course and can be certified, but be aware that much time is spent on Class II-III whitewater. Please note that our ACA Instructor Workshop is designed to improve the teaching and leadership skills of already competent paddlers and to determine whether ACA certification is justified.
The workshop involves long hours, both on and off the water. Midway through the course each participant will meet with the instructor trainer and receive an informal evaluation. This is intended to inform you of your progress and target weaknesses to help ensure that you can be certified. At the end of the course, participants who pass will receive certification in either Basic River or Whitewater, depending upon the studentand#39;s teaching and paddling skills. If you receive less than whitewater certification, you have the opportunity to upgrade within one yearand#39;s time by andquot;retestingandquot;. Depending upon the amount of time the retesting requires, a fee may or may not be charged.

Dear Competitors,
There is a slight chance that we will have to limit the entries for the World Cup this August in Europe. The United States Kayak Association (USKA) voted on the selection numbers below.
Salida, Colorado will hold the 2008 Nationals. We might not know until after this event if there will be a limit on team numbers. Be sure to come to 2008 Nationals if you want to go to the World Cup, as selections will be made there if the restrictions to 15 are put in place. Contact Risa Shimoda risa at theshimodagroup.com if you qualified at 2007 Nationals to verify if you are planning on attending the World Cup or not.
If you have any questions please feel free to contact USKA. As soon as we have more information we will send it out to you and post it on www.usfka.blogspot.com.

Gov. Butch Otter is once again trying to push a bill requiring non-motorized boater registration.
This bill basically pushes the needs of power-boaters (money for access facilities) on those that rarely (if ever) use these points for access.
I have three boats, so at $20 per year I would have to pay $60 every year – and while my boating is advancing, I can only paddle one at a time… My kids (all under 18) have one or two kayaks each. So my 6-year old will be required to pay $20/year as well. This is analogous to requiring you to license your bikes to ride on the road – which would actually make more since considering the road had to be built and the river was already there!
This also begs questions for out of state boaters! So even if you donand#39;t live in Idaho, but plan to paddle here your voice needs to be heard!
